The IEEPA tariff refunds still invisible to every screener

On 2026-02-20 the Supreme Court held that IEEPA didn't authorize the tariffs it was used to impose. Roughly $166B in duties became refundable -- but accounting rules bar most of it from the income statement or balance sheet until it's actually received, so it shows up nowhere except footnote prose. 837 companies mention IEEPA in a 10-Q or 10-K since the ruling; 160 disclose a dollar figure clean enough to extract and cite, totalling $10.0B. 33 of those are explicitly flagged as not yet recognised under ASC 450-30.

Why isn't this on any stock screener already?

Under ASC 450-30, a gain contingency can't be recognised on the income statement or balance sheet until it's realised or realisable -- so a company that has paid IEEPA duties, even one CBP has already agreed to refund, keeps that number off every field a screener reads. It exists only in the prose of a footnote. Bloomberg, FactSet, and Yahoo Finance don't have a column for it because there's no XBRL tag for it.

Where does the data come from?

SEC EDGAR full-text search for "IEEPA" across 10-Qs and 10-Ks filed since the ruling, de-duplicated to one filing per company, then a custom extractor separates duties paid (the claim ceiling) from refunds accepted by CBP from cash already received, scoped to the sentence containing the IEEPA mention so it can't blend in numbers from an adjacent paragraph. Every row carries the exact sentence it was read from and a link to the filing.

Why does this have a shelf life?

As refunds are actually received they get recognised and become visible to everyone -- a large share of "accepted" will convert to "received" in Q3 10-Qs filed around November 2026, and the underlying CBP claim windows start expiring in early 2027. This screen is a snapshot of what's still invisible right now.
